Dangerous Goods

Transport Canada, through the Canadian Transportation of Dangerous Goods Regulations (TDGR) regulates the transportation of dangerous goods in Canada.  The TDGR applies equally to all modes of transport to, from, within, or transiting through Canada ... air, maritime, rail, and truck.

Safety is paramount when transporting chemicals and substances that may cause a significant hazard during transportation, or if leaked or spilled.

Different modes of transport have different sets of regulations, to ensure that the safety of the public is adequately protected. In addition to the TDGR, Air Dangerous Goods follow the International Civil Aviation Organization's (ICAO) Technical Instructions, and the International Air Transport Association's (IATA) Dangerous Goods Regulations; Maritime Dangerous Goods follow the International Maritime Organization's (IMO) Dangerous Goods Code; Ground Dangerous Goods (truck and rail transportation) follow the TDGR.

The level of training required, is determined by an individual's job responsibilities. Training programs may provide a very basic awareness level of knowledge, up to an advanced level of knowledge to ship products or to verify the shipper has followed the correct procedures.

Please note:  Canadian law requires training for persons dealing with Dangerous Goods:

TDGR 6.1: "A person who handles, offers for transport or transports dangerous goods must

(a) be adequately trained and hold a training certificate in accordance with the Part; or

(b) perform those activities in the presence and under the direct supervision of a person who is adequately trained and who holds a training certificate in accordance with this Part."

Anyone who fails to comply with the TDGR, including the above-mentioned training requirements, may be in violation of Canadian law, and are subject to legal penalties, including fines and imprisonment.

Responsibilities

Shippers MUST know what they are shipping.  It is ESSENTIAL Dangerous Goods are properly identified, classified, packed, marked, labelled, and documented according to the applicable Dangerous Goods regulations, and in good order for transportation.

Freight Forwarders must have adequately trained staff to advise Shippers, and to confirm the Shipper has met all applicable requirements, prior to presentation to the Carrier for transport.

Carriers must have staff trained with detailed knowledge of the applicable Dangerous Goods regulations to confirm the Shipper has complied with all pertainent regulations, and to legally accept the shipment.

Please note: A member of CIFFA is required to maintain staff with dangerous goods qualifications, and to provide CIFFA with Confirmation of Dangerous Goods Training when renewing membership. An IATA Cargo Agent is required to maintain at least two dangerous goods qualified agents per accepting office. Transport Canada (Canadian law) supersedes these requirements with their own: anyone who handles, offers for transport, transports, or exports/imports dangerous goods must be adequately trained. In other words, anyone who may come in contact with dangerous goods, must be trained. Failure to comply with these requirements may place you in violation of Canadian law, and therefore you and your company may be subject to fines and/or imprisonment.

In addition to CIFFA's regularly scheduled classroom programs Dangerous Goods Training Programs across Canada, or our popular e-Learning programs, CIFFA has the ability to offer In-House or Customized DG Training Programs. Please complete and submit this form, only when our regularly scheduled DG Training Programs do NOT meet your needs.

Contact education@ciffa.com for more information on In-House or Customzed DG training ONLY if our normal programs do not meet your needs.  In-House or Customized solutions are usually only cost effective for 8 or more participants at the same time.
