Montreal Convention 1999 enters into force on November 4, 2003
October 9, 2003This Convention has now been signed into law by a good
number of countries - inclusive of Canada - with many more to follow before the end of this year. With
the signature by the US and the earlier ratification by Japan, the EU and its member states have
committed to doing so before the end of this year as well.
This Convention is to replace the Warsaw Convention of 1929 and its amendments. In
this context it is important to understand that the Montreal Convention is only valid in countries that
have ratified the Convention. In dealings with non-signatory countries, the amended Warsaw Convention
1929 will remain in force.
Enclosed is the text of the new Convention as well as the list of countries having
ratified the Convention or the anticipated date for ratification.
