Written Submission for the Pre-Budget Consultations in Advance of the Upcoming Federal Budget
CIFFA Corp presented a submission to the Standing Committee on Finance consultations for the 2026 federal budget. The submission was based on the following recommendations outlined in full in the document.
List of Recommendations
- Make necessary investments for CBSA to begin the process of updating legacy digital infrastructure and software – strategic investments for the programs that form the backbone of our customs and trading systems to further enhance trade diversification objectives.
- Investments for improved CBSA processes around Customs Container Clearance in addition to investments to increase container capacity across the full spectrum of the supply chain – With a strategic focus on digitization and real time data sharing among federal partners and industry.
- National Trade Single Window Initiative – CIFFA is seeking federal support and engagement for phase 1 (incubation and strategic planning) of a multi-phase process to define the scope of requirements to create and implement a true National Trade Single Window Initiative.
- Labour – Modernizing the processes for Bargaining and Mediation, address Worker Availability & Labour Shortages – To create more reliable trade/supply chains in our transportation sector while protecting and enhancing the rights of workers in Canada.
- Establish a pilot project to evaluate the CBSA “Authorization to Move” project – To facilitate expedited movement of released containers after inspection without returning to port.
